Perhaps having no visible vapor from an e-cigarette would circumvent no smoking rules. With no visible vapor I am not sure if many people would even notice. I do not know if the vapor that is exhaled is unhealthy. It might be that people associate it with smoke and simply do not like it for that reason. If it was clear and even odorless it might be a none issue.
